Short answer: the best Ethernet cable for security cameras is solid, 100% pure copper Cat5e or Cat6 in a jacket rated for where it goes: CMR or CMP inside ceilings, CMX outdoor cable under eaves, and direct-burial cable in the ground. Bandwidth is almost never the constraint. A 4K camera streams under 20 Mbps, so even sixteen of them fit inside a fraction of Cat5e's gigabit. What breaks camera installs is cheap copper-clad aluminum cable that cannot carry PoE, indoor cable left in the sun, and runs that quietly pass the 100 m limit.
Bandwidth is not the question, power is
Power over Ethernet sends the camera's power down the same pairs as its data. Under 802.3af (PoE) a port supplies up to 15.4 W; under 802.3at (PoE+) up to 30 W; under 802.3bt (PoE++) 60 or 90 W for PTZ cameras with heaters and wipers. That current has to travel the full length of the cable and back, and the cable's resistance decides how much of it arrives as voltage at the camera and how much is lost as heat.
Pure copper 24 AWG Cat5e handles PoE and PoE+ to 100 m. Cat6 at 23 AWG has slightly less resistance, which helps on long PoE+ runs and is the better choice for PoE++ devices. Copper-clad aluminum, sold as "Cat6" on marketplaces at half the price, has roughly 50% more resistance, heats up under PoE load and is not compliant with TIA standards. Cameras on CCA reboot, drop offline at night when the IR illuminators switch on, or never power up at the end of a long run.

Where a single run crosses zones, for example from an attic out to an eave, use the outdoor-rated cable for the whole run and transition to indoor-rated cable at the point of entry. US code limits how far an outdoor cable may continue inside a building, and the indoor CMR rating exists for the ceiling portion.
Length, terminations and surge protection

Keep the pulled bulk cable to 90 m so the patch cords fit inside the budget. Measure the real path along the joists and around corners, not the straight line, and leave a service loop at the camera.
Solid bulk cable is meant for keystone jacks and punch-down. At the camera end, use pass-through or solid-rated RJ45 plugs, or terminate on a keystone jack inside the junction box and add a short patch cord. Wipe gel-filled cable with isopropyl alcohol before terminating and fit a weatherproof RJ45 coupler or boot on any connection exposed to weather.
Any cable that leaves the building can carry a lightning-induced surge back to the NVR. On runs to poles, gates and outbuildings, install an Ethernet surge protector at the building entry, bonded to the electrical ground, and use shielded direct-burial cable so the shield can carry the energy away.
