Short answer: for a 4K TV running at 60 Hz with a streaming box, cable box or Blu-ray player, the best HDMI cable is a certified Premium High Speed cable (18 Gbps, often sold as HDMI 2.0). For a 120 Hz TV with a PS5, Xbox Series X or gaming PC, or for an eARC soundbar, buy a certified Ultra High Speed cable (48 Gbps, sold as HDMI 2.1). Keep it as short as reaches. Above 25 ft, buy a 24 AWG cable; above 50 ft, buy an active or hybrid optical cable; behind drywall, buy one marked CL2 or CL3.

Strictly, HDMI versions belong to devices and the cables carry certification tiers, but the two have become shorthand for each other. A certified Premium High Speed cable carries everything a 4K 60 Hz television can show, including HDR10 and Dolby Vision. Buying Ultra High Speed for that TV changes nothing on screen; buy it when the TV, the source or the soundbar can use the extra bandwidth, or when the cable is going somewhere you do not want to open again.
HDMI is digital. A cable either delivers the full signal or it does not. Marginal cables do not produce a softer picture; they produce sparkles, flashes to black, dropped audio, or a handshake that fails when HDR switches on. Price, gold plating and braided sleeving have no effect on picture quality once the cable meets its tier.
Length is what you are really buying
Every passive HDMI cable loses signal with distance, and the higher the bandwidth the shorter the reliable run. Rough limits for well-made copper cables:

Active cables carry a small equalizer chip powered by the HDMI port. Hybrid active optical cables (AOC) convert the video to light over four glass fibers and back, so length stops mattering, at the cost of being directional: the plug marked source goes into the player or receiver and the plug marked display goes into the TV. Behind drywall or above a ceiling: the cable must carry a CL2 or CL3 fire rating to meet residential code, and CMP where the ceiling is a plenum air space. The rating says nothing about signal; it is about what the jacket does in a fire. Ceiling projector: typically 25 to 50 ft. A 24 AWG CL3 cable handles 4K 60 Hz to 50 ft; for 4K 120 Hz or anything longer, use a hybrid optical cable and pull it with the source end at the receiver.
Soundbar or AV receiver on eARC: eARC carries uncompressed Dolby Atmos and needs the Ethernet channel pins. Ultra High Speed cables guarantee them; some older High Speed cables do not. Use an Ultra High Speed cable between the TV's eARC port and the soundbar even though the run is short.
