Can I use this to connect two computers?
No. A USB A-to-A cable does not link two computers to each other; that needs a dedicated bridging cable with electronics in the middle. Use it only where a device is designed with a USB-A upstream port.

Is it backward compatible with USB 2.0?
Yes. The cable is USB 3.0 (USB 3.2 Gen 1) SuperSpeed at 5 Gbps and backward compatible with USB 2.0 and 1.1.
